Golaghat (Assam): – In a major push toward energy self-reliance and reducing dependency on Fossil Fuel, Prime Minister Narendra Modi on Sunday inaugurated the Assam Bioethanol Plant and laid the foundation stone for a state-of-the-art polypropylene plant at the Numaligarh Refinery Limited (NRL) in Golaghat, Assam.
The Prime Minister’s visit marks a pivotal moment in Assam’s developmental journey, with projects worth approximately Rs 18,000 crore being allocated to the state.
These initiatives aim to boost clean energy, reduce dependence on fossil fuel imports, and create new opportunities for local communities, particularly farmers and young people.
Speaking at the event, PM Modi expressed deep gratitude for the affection and warmth shown by the people of Assam, calling the region a key contributor to India’s energy capabilities.
“Petroleum products from Assam significantly contribute to the development of the nation. Now, we are committed to elevating this strength to new heights,” he said.
Earlier in the day, the Prime Minister visited Darrang, where he laid foundation stones for multiple connectivity and health-related projects. He described September 14 as a “significant milestone in the journey towards a developed Assam and a developed India.”
Among the key highlights of the visit was the inauguration of a bioethanol plant that uses bamboo as a raw material, a first-of-its-kind facility in the region. PM Modi lauded the innovation behind the plant, calling it a matter of pride for Assam and a step forward in green energy initiatives.
He also laid the foundation for a polypropylene plant, which is expected to strengthen the state’s industrial infrastructure, generate employment, and spur economic activity.

“India is the fastest-growing major economy in the world. With growth comes an increase in demand for energy. But for far too long, we have relied on foreign sources for our energy needs,” the Prime Minister said, underlining the government’s commitment to achieving energy self-sufficiency.
PM Modi highlighted ongoing efforts to tap domestic crude oil and gas reserves and expand green energy capabilities. He referred to the‘Samudra Manthan’ initiative, announced during his Independence Day address, noting expert projections that India’s oceans may hold vast untapped energy resources. To harness these, the government has launched the National Deepwater Exploration Mission.
Concluding his address, the Prime Minister emphasized that the projects launched today would not only boost Assam’s economy but also play a crucial role in India’s path to becoming a global energy leader.
“From clean energy to petrochemicals, from farmers to youth—these initiatives will transform lives and power progress,” PM Modi affirmed.
