MNRE revamps ‘Waste-to-Energy’ guidelines to boost clean energy

New Delhi: In a significant policy move for accelerating India’s clean energy transition, the Ministry of New and Renewable Energy (MNRE) has issued revised guidelines for its Waste-to-Energy (WtE) Programme under the National Bioenergy Programme.

The move is expected to foster a more transparent, performance-based, and industry-friendly ecosystem for converting biowaste into energy.

The revamped framework simplifies procedural requirements and introduces a more flexible Central Financial Assistance (CFA) model to support both private and public sector developers.

The changes are especially beneficial for micro, small, and medium enterprises (MSMEs) engaged in the production of compressed biogas (CBG), biogas, and power from various waste sources, including agricultural stubble and industrial waste.

Performance-Based Financial Assistance
One of the key highlights of the new guidelines is the introduction of a two-stage CFA disbursement model. Developers will now receive 50% of the sanctioned CFA after obtaining a Consent to Operate certificate from the respective State Pollution Control Board, against a bank guarantee. The remaining 50% will be released upon achieving 80% of the rated or eligible capacity, whichever is lower.

Recognising the practical challenges in achieving consistent plant performance, MNRE has also introduced a pro-rata disbursement model. Plants operating at 50%–80% Plant Load Factor (PLF) will receive partial CFA proportionate to their output. Projects operating below 50% PLF, however, will not be eligible for any financial support.

Simplified Inspections and Timelines
The inspection mechanism has also been overhauled to reduce delays and enhance credibility. Performance inspections will now be conducted jointly by the National Institute of Bio-Energy (SSS-NIBE) and one among the State Nodal Agencies (SNAs), Biogas Technology Development Centers (BTDCs), or MNRE-approved agencies. For developers not seeking advance CFA, only a single performance inspection is required.

Additionally, project developers can now claim CFA within 18 months from the date of commissioning or from the in-principle approval date—whichever comes later—offering greater operational flexibility.

A Boost to Net-Zero and Circular Economy Goals
Officials say the changes are in line with India’s broader commitment to achieve net-zero emissions by 2070 and promote a circular economy through better waste management practices.

“These reforms are a game-changer for the sector,” said MNRE. “By linking financial support to real performance and reducing bureaucratic overheads, we are empowering developers to invest in cleaner, scalable solutions without the fear of procedural bottlenecks.”

Industry stakeholders have welcomed the move, calling it a timely intervention that can catalyze private sector participation and strengthen India’s renewable energy mix.
